How Google Keyword Tool is Measuring competation for given keywords?

When we use Google adward keyword tool we see it is showing how competitive a keyword is by Low, Medium and High these three parameters. My question is how google is measuring keywords to indicate competition?

In some articles I red google is not providing correct information. A keyword can be very competitive even in adward competition is described as Low! Is it true?

Google is cheating or I am missing something?

    The competition gives a rough measure of how competitive the advertisers on AdWords are for that keyword.

    This figure gives a very rough indication that the market as a whole might be competitive/not competitive, but it is also good to use as an indication of whether or not there are enough advertisers to deliver to your AdSense site.

    The figure has nothing to do with how competitive the organic rankings are.
