How To build links to a private link network

I am in the process of building my own mini link network. However, I have a question on how to build links to the network. Do we just use things such as article marketing, profile and web 2.0 to build links to the network?

Or we will need to get some high PR links to the network, but this can be something very costly. I may not have the budget to do so.

    Use all types of links but be careful at the footprint. Recently some private networks were affected but I'm not sure how Google caught them. It was not "manually" because they were de-indexed only partially. Also use different IP's and private whois for your sites.

    Thanks for the advice, in fact, my plan is to build a network of 50 sites, some of them will be wordpress, some of them are plain html sites and some of them business directory. And I am planning to use 50 different hosting account in different hosting companies.

    What I am only a bit concerned is the footprint of backlinks to the network
