New Algorithm for links?

What are the experts saying about Google's announcement on 2/27 that they were rolling out more changes to the algorithm including the following cryptic comment: "Link evaluation. We often use characteristics of links to help us figure out the topic of a linked page. We have changed the way in which we evaluate links; in particular, we are turning off a method of link analysis that we used for several years. We often rearchitect or turn off parts of our scoring in order to keep our system maintainable, clean and understandable."
I saw a huge drop in SERP between 27th and 1st. Many terms fell from page 1 to page 5, 6 or lower. I had chalked it up to "dance" but now I'm concerned. I had just started a backlink campaign in Feb.
Anyone care to guess what methods they use to analyze links and which might be turned off?
