Local server? PLEASE i need your advises

Hello
I have a website that its target audience is in Israel and in the United States (only in this two countries - like its not relevant to audience in Europe) .
Its important for me to be in a good rank for both google.com and google.co.il.
I know most of the users in Israel will use the Google.co.il and most of the users in USA will use Google.com..
So i need your advises because i really dont know what to decide.
I prefer to use server in the USA just because a better support and customer service (much better!)
I know there is a very great influence on the location of the server but my case is a case where the target audience is also in the U.S. and Israel.
There is perhaps some sort of way that can inform Google (perhaps throughwebmaster tool) that the site indeed ends co.il (tld) but its intended for visitors from the United States and also to announce that although the site is hosted in the U.S. but is also a target audience in Israel??????
My site's ranking is pretty good at Google.com but its not good at all in Google.co.il---right now its hosting in Israel server but i really want to move it into server in the USA.

And i have more quations: When i submit my article to article directory like article base , suidoo and more? I ts ok to submit the same one to a few diffrent directories and link from them to my website or google will see it as a duplicate content and its will cause more damage to my website?
Again...dulicate content in few diffrent article directoy....im not speaking about duplicate content on my website about it im aalready know that a content on my website shouldnt appear anywhere else on the web!
