Keyword research software and Google's TOS

That seems pretty clear to me, but I rarely see it discussed... and I'd like to stay on the safe, not to say, legal side.... especially since I'm asked to sign my name to G's TOS when I sign up for an Adwords account (which all the 3rd party kw software seems to need in order to access the G database)....
I understand Wordtracker doesn't rely on G's database... any other, less expensive option, other than the free Google KW tool? I do see one, the free Good Keywords (free) kw tool, in which apparently I use G's kw tool directly, then export the results into Good Keywords tool.... that may be the way to go... any other options?
