Are high PR link networks like BMR necessary?

For high PR blog posting do you really need to be a member of Build My Rank, Linkvanna, or a similar service? Do these sites provide much higher quality PR sites to post to. Or...

Will using a program like scrapebox to find high PR blogs to post to be just as effective?
