Does buying an expired domain still benefits in search engines ranking...?

I heard a lot of about expired domain name penalty,they said that google has a strong whois database verification, if a domain expires and is not renewed for 1 month it suffers an automated expired domain penalty in google, so for example you want to try to rank for particular term and you purchased expired domain that starting with the kw you are targeting relative to your niche and has good PR , so you buy that domain add content to it optimize and get backlinks will this still work to rank ? or Google will penalize that domain as they have whois database verification and now they notice different owner...is anybody have an experience ranking site with expired domain...
