How can I find French blogs and forums site for SEO?

You could use Google Translate to translate a few words from English to French, type the French words into Google and start looking that way.

You could also probably combine that with putting in something about Wordpress or Blogspot in the search query, so it brought up those platforms with the French word on it.

Ask your boss for an IM budget, buy Scrapebox, get all the FREE french and whatever other language blogs/sites/directory urls you will ever need!

This is a tough challenge, because even if you do find the blogs and forums, how are you going to get them to backlink to your bosses site?
Spamming the comments with nonsense posts is a bad idea. Look at how those types of posts are viewed in English speaking sites. Webmasters tend to either not approve those, or delete them. How does that help your SEO efforts?
By not knowing the language, your ability to get laser targeted traffic to the site is greatly diminished. It's hard to get laser target traffic if all you have is a flashlight.
If you know someone who speaks French well and is willing to help you, you might be able to achieve your goal.
Automatic translation services like google translate or babelfish can be helpful for you to understand what's being said, but they don't always correctly translate things like slang. (An example: "Ca c'est tranchement chouette" means "That's really cool", but translated word for word would read something like "That's sliced little cabbage" or "That's carving owl".) See what I mean?

I am from France and i agree with this.

Beside being understood, there is also the way you present yourself and your product which may not be appreciated by french people.
So you need the correct translation + an understanding of their mindset on a subject. Else you will probably be perceived as a bot or a spammer or a scammer or an idiot.

You probably wanted to say "Ca c'est franchement chouette", which means "that's really/frankly cool/nice".

Desole, il y a quelque 18 ans depuis j'ais habiter la bas. Peutetre c'etait "Ca c'est vachement chouette" Je sais que c'est un phrase tres Parisian.
(Sorry, it's been some 18 years since I lived there. Maybe it was "Ca c'est vachement chouette"[which means that's cow-like/cowly{cowishly? no real English word} little cabbage] I know it is a very Parisian sentence.)

My French spelling can be horrid, because I learned more from speaking than from reading and writing. I'm one of those oddball people who speaks a language better than he reads or writes it. Either way, you sort of proved my point. Even with "franchement" as you suggested, there are a couple of meanings, and a translation site might not do it correctly. Which brings us back to the OP's question. Even with a pretty decent degree of fluency, I'd still be hard pressed to do a French site justice with their SEO. I'm not sure how rozerr plans to do it without understanding the language.

Also, you can find blogs and forums that your competiors used to.

"saut en parachute" or "parachutisme" seem to be the main translations I've found for skydiving, so you may be able to do a search with those to find what you need.
