Trailing Slash or no Trailing Slash - Which is Better for SEO??

Talking in terms of setting up directory paths and also being consistent with link building. From what I read it's better to use the trailing slash because search engines display that.
So my questions:
1) So is trailing slash or no trialing slash better for performance/link building?
e.g http://www.website.com or http://www.website.com/
2) which of these 2 would be better:
http://www.website.com/red-garment-socks/ or
http://www.website.com/red-garment-socks.html
