What tasks to give an SEO VA?

Hi guys, I'm planning on hireing a part time SEO VA.
I'd appreciate some feed back and critique, as to the best use of their time.
I want them working on 4 sites, mainly building backlinks.
This is what I had in mind.
1) Use scrapebox, find lots of relevant blogs and have them make relevant comments.
2) Spin content and subit to article directories, web 2.0 directories
3) Upload videos to video sharing sites.
Anything else?
