If those keywords will have less or no competition then you can get them in ranking by implementing ON page techniques but if there is competition then you need to implement Off page techniques and quality link building techniques.So update your website content,use targeted keywords in content and meta tags etc and build backlinks from do follow and high PR websites.

it depends on the level of the current on-page optimization and the competition.
Remember that 80% of the websites raking factors are off-page, but the right on-page optimization can still help a lot. I go websites hitting the top 5 in less than a week just with good on-page SEO.

I don't really understand your question. The more keywords you have, the easier it is to rank high on google. It's hard to rank high for "iPod" but it's easy to rank high for, "What's the best kind of iPod to buy".

You have to analyze about your competitiors backlinks, how many backlinks they have on that post to qualify for the top 10 position.. how they have done the on page optimization... Also don't go with the higher competition level go with medium or low.. that would be fine but also see on Google trend (sometimes i use) how many traffic currently getting on that keyword.

The keywords which you're targeting should be ranked high to be placed in the top of the search results. For, that you need to build as many do follow backlinks possible from the relevant and quality websites with the anchor texts/keywords (for which you're targeting to rank high).

You can try with

Social Bookmarking ,
Article Submission
Press Submissions
And Social Media services like
Google Plus Ones etc.
Because plus ones are googles product.
If you have more recommendations through google plus ones, it believes you have more popularity and your keyword ranking may be increased faster than your competitor.

Use high pr blog networks - search for it in the marketplace - very important is link diversity try to mix your links

i think the following on page seo strategies help you to achieve that.

Increase the keyword density
Use h1 tag for your targeting keywords.
Use internal links in where your keywords are presented.
reduce the page load time.
change your URL like the keyword would been presented in the URL
Redirect the old URL to new URL by 301
Get back links from popular sites.

Notes: Don't follow any non ethical ways like keyword stuffing, cloaking, mirror pages and more to promote your position instantly.

If your targeted keyword is not to competitive , you should get good ranking easily if you did your on page the right way
Here is what you need to make sure that you cover in your on page seo
1. Keyword Density
you must use keyword density to your advantage make sure that you diversify your keywords
2. Keyword In URL
Always, try to incorporate your keyword into your URL.
3. Keyword In Title
Your keyword should be in the site title, page and post title as well. It should be in your description and meta description without being to spammy.
4. Keyword In Description
. your keyword should be in your description and meta description without being to spammy.
5. Header Tags, H1, H2 & H3
header tags should also contain your keywords
6. Image alt tag
If you are using image, make sure that your image is optimized as well with the keyword included in the alternate text
Internal site linking should have the keyword in it and the keyword in the anchor text.
7. No-follow tags
Using no-follow tags for external linking all the time and and use do follow link for internal link.
8. XML Site Map
Create a site map for your site is a good idea as well and make sure you have some good quality backlinks for your off page SEO as well.

First make sure you on page optimization is perfect if you're not sure how to do that use a tool like this one

On page does help. And in cases where competition is low, and keyword is easy to rank then yes, on page alone can rank.

but for medium to high keywords, on page alone will not do.

Continue to build steady flow of links and you will get ranked.

SEO is a long term thing that many people want to rush through.

So build up for long term and overall you will see profits.
