Dummy's guide to creating backlinks

I hear a lot of talk about this but I am not 100% sure how to do it
Say I have site about a new dieting fad and want to create backlinks to it manually
is this how it goes
1. search on google for dieting sites
2. filter the search for high PR dieting sites
3. register with forums or post comments to blogs with a few words relevant to the topic and then a link back to my site or a link to a keyword??
4. take content from my site and spin it or edit it manually and register with article directories like ezine and post the article there with link to my site, on the page itself or in my sig???
5. sign up to twitter/facebook/linkedIN etc, slowly build up followers and post links to my content there
not clear on best practice for 1-5, clarification on how best to approach these steps would be gratefully accepted
