Boosting PR

I am working on a blog, its 2 year old blog, now its PR1, i want to increase it page rank, but remember, i don't need traffic, don't need top on Google just need PR4.
I know it will be possible by backlinking, but what type of backlinking?
Also peoples say that angela backlinks are powerful and best for backlinking, is this correct then why angela offical website is PR3, it should be PR6+?
I have many packages of Angela can these link really boost PR?

    1)Backlinks from commenting on high PR
    2)Add pages. You cant get PR4 if you have 5 pages in your website! (for example)

    According to me try to find out your niche related forum or blog, but make sure those forum and blog have high PR and also do follow links. Do comment on it, but your comment are good and useful to the reader, and get incoming links from those sites.
