Free and discounted PPC against Google TOS???

I have an Adwords account that allows me to spend an upwards of $10,000 per day (and more if I actually reach 10k and apply for more).
I can only bid on keywords for $1 or less and can only show ads for one domain at a time.

I was thinking about using this account to promote someone elses site and charge them half of what they would actually on the adwords account.

Is this against the TOS of Google?

(If you're wondering why I wont use this account for myself, I actually am.
I'm sending the traffic to an Adsense site, but its only making $10 - $20 per day while I'm spending around $350 per day on keywords.)
