PPC targeting options: locations/devices

I'm setting up an adcenter campaign for a clickbank product that would be of interest to a worldwide audience.

I have no idea whether to target all locations worldwide, or just the U.S. or what.

Should I only be targeting desktops and laptops or also smartphones, mobile devices and tablets?

I would set up separate campaigns for each location, i.e. one for the US, one for Canada, UK, etc. That way you can get a better understanding of where your conversions are coming from.

Unless you have a mobile optimized landing page, I would stick to just targeting desktops and laptops to start with.

It also depends on your services and your goals. If your services are global and you don't care about customers, you can set same ads for different countries. But follow the results of your ads in each country and in each device (PC,mobile and ..). I myself suggest to try PC and laptops firstly then try mobile and tablet devices.
