Blog Network Penalty or Tiered Linking Dance

I've been experimenting with tiered linking and high pr blog posts since the beginning of February. So far the results haven't been that good and i'm not sure if this is due to the recent blog de-index issues that many have had or if my tiered setup is just causing my keywords to decrease. So for instance one keyword on my site used a 2-tier link system with Web 2.0 properties, whereas another keyword used blog posts from a de-indexed network as the Tier 1. Some of my keywords were unaffected as they weren't included in my tests.
Couple of questions:
1 - If you were part of a blog network like BMR, would you only lose rankings for the keyword included in your posts, or was it a site-wide ranking loss?
2 - If you have a site that has completely disappeared in the SERPs but is still indexed, would you start over if you felt it was a blog network issue? Is it possible to save the site?
