Can URL Redirects Enhance SEO Ranking?

Two questions:

1) Can a URL redirect enhance SEO ranking? For example, could
I enhance the keyword relevancy of my YouTube video about
black cars if I purchased BlackCars.com and simply made
that site redirect all traffic to my YouTube video?

2) If keyword relevancy and SEO rankings can be increased
using this method, which type of redirect is best to use? (301?
302? 401? etc.)

    I'm going to go out on a limb, and say this is a terrible idea. Firstly keep in mind that a 301 redirect only retains only about 90% of the strength. Secondly 301ing a domain to a Google properly probably isn't the wisest idea. And lastly if this was a valid tactic it has probably been beaten to death already as a domain can only have so many 301 redirects to it.
