What could cause non-seasonal changes in CTR to a varied, high-traffic site?

From September 2010 until February 2011 our AdSense CTR dropped from 2.5% to 1.5%, then dropped again from January until March 2012 from 1.5% to .8%. Has anyone else had a similar experience? What could be the causes of this? How can we fix it?
I understand that there may be little that AdSense publishers can do about it, but I'd still like to know the reasons. For my site it is not the case that there are fewer advertisers chasing ad slots since my site has millions of visitors per month to all topics. It is also not the case that the fluctuations are cyclical/seasonal since if that were true then many other publishers would see the same fluctuation also.
