Banned From Adwords - Can I Use G Display Network

I was banned from Adwords I think over a year ago, because my landing pages were sales pages for information products and I could not get my quality score to improve.

I want to try using Google display network, which I think is different. If I've been banned from Adwords, am I also banned from display network?

Has anyone had success promoting a squeeze page with the display network? I see from my research that they do employ a quality score, but Google says the display network quality score can be improved by increasing the quality of your ad text and keyword list so that they all relate to a single specific theme (rather than several), and the Adwords quality score seemed to rely heavily on the landing page.
