Does Google pay only up to fifth impression per IP?

This doesn't really make sense, since Google is mostly CPC. Yes, in some cases Google pays for impressions, but from what I've seen so far that's an exception. Is it possible that he meant 5 clicks per IP? That would make more sense, but would be new to me, so I'm just wondering if anyone knows more than I do
Google's fill rate?
Also, during the past year or so I have NEVER seen any Google Public Service ad - do they still exists? Does Google have a 100% fill rate now or not? I just find it strange, I can remember a time when I used to see those ads all over the place, but they've been long gone.
What are you backup networks?
Last questions, what backup ad networks do you recommend to get a 100% fille rate?
I've worked with IDG technetwork, terribly slow, so I ditched them. ComScore etc and all that stuff .. they don't have a clue about how the Internet works, publishers don't want slow sites due to analytics and tons of javascript
All networks I worked with suck, including the so called A+ networks. Google is still the best out there at what they do, fast, reliable, great user experience. Loving it and so do my users
Don't want to insult the many ad companies out there, there are some perls like AdSide that I really appreciate for what they do, but most companies only think about how they can maximize their profits rather than providing a good user experience and that's why they fail .. miserably. Non-IAB is the way to go, IMO for newer companies anyway
