    Well i'd say :

    1 - Spy on what others are doing
    2 - see what ads show up the most
    3 - use them for inspiration
    4 - use them as "control" and then split-test

    Steven, I think I could help you here...

    First, I agree with the others... you have to start with what others are doing in the given in keyword auction. Pay specific attention to what the top 3 advertisers are using, because they are getting 90% of the clicks.

    Second, how are your quality scores? [Assuming your on AdWords here] Are you in the 5-7 range? Or, below 5? I have some additional advice if you have a low QS. You'll need to address this first before you can increase CTR.

    Lastly, here's the advice I give to my coaching clients when the first start their campaign. You have to figure out sales psychology that attracts the most clicks. You can't get to that point without trying what different approaches. Swing big though. Don't test the small things first.

    Here's my 12 sales psych approaches (I sell this in my guide) when starting a new campaign. Try 2 ads of each flavor. You have to do all of these before you REALLY know what gets the best CTR:

    Clear, direct statement
    Ask a question
    Promise "how-to"
    Make a command
    State implied benefits
    Offer a guarantee
    Show discounts
    Personalized, time-sensitive
    Reason why you'll achieve
    Short, punchy copy

    I've used the trademark symbol for a long time, works great.
    I've also had success using quotation marks around the keyword in the headline like so: "Valentine's Day Flowers"
    You're also right about the quality score adjustments, CTR is absolute king now

    Use Google Insight and Google Trends
    Use accelerated delivery instead of standard
    Ad Extensions
    Use Dynamic keyword Insertions
    Customer Reviews
    Monitor your competition
