Is this Penalty from Google for ALN ? Little Confused

Hello,
This is my first post here , I have been building links for my site from last 2years and Ranking well for my keywords in Top 10 . But recently used ALN Network which jumped my keywords to Rank 1 and Top 3 within 24hours. But After 10days All those Keywords Jumped to 2nd page and 1 keyword to 7th page , I knew that Google deindexed ALN Blogs and gave many sites penalty. But I have not received any message in WMT and i have re-gained ranking for those keywords in top 10 and another which got hit on 6th page to 25th position within 1 month By building quality links
Do you think it is penalty ? or just loss of ranking due to de indexing
I have been recommended by some people to remove the links from those ALN network ( but those are now already deindexed ) and to submit re-consideration request with providing them as much info , etc..
Please help me guide in correct direction
