Keyword research for small local businesses?

When you have a client in a small town and there is no data on any of the search terms in google keyword tool, is there a way to research keywords for this or do you just go about it blindly? A lot of times there will be a dash - in the keyword results...

    I will give you an example. Cedar City Utah has a population of about 30,000 people. If you type Cedar City UT Plumber in google it will auto populate "Cedar City Ut Plumber" and "cedar city Utah plumber". But... When you put that keyword into google keyword tool it shows a dash - as if there are no monthly searches...

    Google's keyword tool shows an approximate 12-month average number of user queries for the keyword - meaning that just because it shows a - doesn't mean that no one searches for it. The searches are just very low

      This is my exact problem in details. I don't have a specific instance but the above example is what I run into all the time. Are we just supposed to guess what people are searching for and optimize for that? If we optimize for what there is competition for it means that is what the other seo thought people would be searching for, not actually hard facts about actual searches right? I guess that is the only option besides keyword tool though.

    If this is the case then instead of using keyword tool you must try to focus on Google Search Results to know the value of the keyword. You must do an exact search in Google to see how many results it gives you back eg. search for "Cedar City UT Plumber" with inverted commas in Google and see the number of results you get, this is how you know the competition for that keyword, the high the competition the more the value of that keyword.
