Local SEO question

I am helping a local charity get ranked. The charity is in a bi-state area so there are about 6 cities it needs to rank for. Just by doing on page SEO and some article submisiion I got the page from nowhere to #10 for "large city charity". Now I want to get it ranked for the other cities that are in the other state. They have little to no competition for the keyword phrase. can I possibly get away with adding each keyword phrase to the title and description or will I need to create pages for each phrase? The separate pages would look a bit spammy as would trying to use each city as a keyword phrase within the content of one page.

    Have you tried it?

    You might not even need the cities in the title, perhaps just put the addresses from each city in the footer of the site. If you have low or no competition you don't have to do anything crazy.

    If that doesn't work add the city names in other places leading up to the title. If that doesn't work make city pages but that shouldn't be necessary.

    You aren't going to get a satisfactory answer here, just try it and see what happens.

        Try it man, that is a common way to work a situation such as yours. You could also use bold to just get that extra bump. If it doesn't work i would say landing pages in your other cities would do the trick.

          Agree with the other guys here, seperate pages for every city will work quite well. That way you can add your city specific keywords to title tags and description and build links with city specific anchor text to its relevant page.
