CPC on the Google Keyword Tool

Hi Guys
I am about to start PPC in a few weeks time on a new site
Just wondering in the meantime if you find the CPC the Google Keyword Tool over estimates so you usually find the CPC is a little lower?
For example, the range of keywords I am targetting says for example £1.75 so am I right in thinking, they could be £0.90-£1.50 (or the equivilent dollars as I am in the UK)
I do know with testing you can get them lower so just looking at initial costs from people who have started PPC
