Is This Duplicate Content

I was looking at an Adsense site that was forsale on Flippa and noticed something strange, or at least strange to me.
The page itself has 5 pages, but then it has 4,311 posts. The posts are all the exact same post , but wth different cities and states listed. Isn't this duplicate content? When I question the site owner about this, this is what he said
"thats a part of strategy how we build our websites. It won't hurt SEO, posts act as unique thanks to a special wordpress plugin we're using. There were 3 google panda updates in the last few months and one pinguin update just recenlty and none affected my websites in any way. This strategy is SEO friendly."
How is this possible?
