How to beat The Big Dogs?

I want to compete in a uber competitive niche. My onsite SEO is good but the sites on page 1 have been around a few years and have 40k+ backlinks. I'm not going to beat them on link quantity... I'll have to do it with quality. What strategy would you use?
As an aside, I went looking for a quality SEO company in the Warrior For Hire section and found a lot of "packages" which are good deals but they all do link blasts, which I'm really trying to stay away from. I'm looking for more of a consistent, steady drip of all types (edu, gov, com, etc.) of links that build up over the year. I think that's better than just all of the sudden I have 200 edu links. No luck finding any service on WF so far that does backlinks in this way. Has anyone else found this?
