Obviously with the new updates you want to stay away from crap links and obviously purchased links. But with fiverr in mind, would it be beneficial to buy a gig for a blogroll type link in a related niche? For example, if you have a site in the travel niche, and you find a gig for a permanent blogroll link on a travel type blog, would that not be good? How would G know you purchased it as opposed to the blog owner putting the link there naturally? Any thoughts?

Google have the algo to detect blog rolls ,sidebar link, footer links. they have devalued those links long back. Post penguin its better to go with contextual links which are relevant

Interesting. Any suggestions for the best places to get those contextual links from?

It won't stay with low OBL. They'll keep selling more and more of them. Especially since they are only making $4 a pop.

Verify it is a geniune page rank with a page rank checker tool. you can find these by googleing them.

Secondly find out the url of the site your link will appear on and be sure they are indexed by google. If they are not they are useless for google rankings. No point in your link being published on a sandboxed site

Blogroll links in the the same niche as yours can be beneficial but there's a risk in purchasing blogroll links but contextual links are still the bests.
