Does number of OBL really matter on blogs?

Ok since penguin my site first jumped 30 places higher and then 30 lower. Last 3 days its been dancing around page 7. Today it has settled onto page 5 at position 51. I think it will continue to move as I have bought a package of high pr HPBL. This site is important to me,its my money site and my first real project. I am getting better a using scrapebox BUT it takes a long time to find really good high PR blogs. I have currently scrapbed 1million urls from comments and then commented on them using test comment,link checked,then pr checked,filtered out any less than PR2 and the checked the OBL. If I limit the OBL to 100 out of all this I get just 102 AA blogs with the OBL capped at 100. One is a PR4 and the rest are PR2 and PR3. Im kindof frustrated so Im asking does the OBL really matter? Does anyone have any tips to find higher PR blogs?

    I don't think so that its a big matter how much outbound links a blog have. You just have to make a comment that unique and with the tone of blog admin.

    Quality is more important than quantity. You should not create tons of automated backlinks at a time. Create backlinks manually with good quality pages which are in the same niche.

      True, I myself never try any software, about outbound links if any outbound links point to bad neighborhood then you are going to suffer in the long run.

    I never comment using scrapebox to my money site but the thing is about the OBL. A lot of people complain when there are a lot of links on the page. I wont use pages with say 11k comments but what about limiting to OBL to 500 os is that too many OBL? I always manual comment
