Penguin - Does it affect ON-site at all?

ONE question i have is whether Penguin is solely based on link building (anchor text diversity, domain authority etc.) or whether it also affects "on-site" over-optimization and things like internal links.
The problem is there is zillions of blogs and sites with "SEOs" giving tips but no indication whatsoever whether the "tips" are more than just speculation of fabulation. For example if people claim that over-optimization ON-PAGE also plays a role etc...
To me it looks like that the penguin slap is solely coming from "bad" link-building but has nothing really to do with on-site factors?
Google always wants us to believe how important content-quality is...but then the current screwed up search results 100% contradict this....it's almost as if content itself ignored now and factors like "domain authority" (.edu, .gov) are far more important than actual content...
