Directory links seem to be really working now?

So I'm building up a bunch of new sites and reworking my entire SEO techniques post-penguin which means a lot of reverse engineering the SERPS to see what's currently working.

But in multiple niches now I'm seeing very thin sites a few weeks old ranking on 100~ generic directory links. I'm not talking expensive or niche specific stuff here - I'm talking pretty spammed directories and that's making up 90% of the link portfolio of these sites. The rest seems to be manual comments on high OBL pages or some article directories.

I get this could completely be the 'honeymoon effect' since they're new domains or maybe there's some high PR domains hiding from spyglass spiders.

But surely if Google was targeting obvious SERP manipulation generic directory links should be the first to go? I mean that doesn't provide traffic, that's purely just for links.

Hm - sounds like a blip. I'd not consider directory links to be "back" yet - see if Google corrects its algorithm first.

Well I'm seeing directory links around more often and the new sites I'm seeing in my niches seems to be primarily these links. I don't think it makes sense considering what Penguin was supposed to be targeting. But it's what I'm seeing.

There's no reason for them to do a rollback. I'd rather figure out what is still working than sit and hope my old sites come back.

I've looked through alot of competitive locals (LA personal injury etc) niche specific relevant directories and sites using that three way linking scheme where they give you two links on throwaway sites for a links on your site or otherwise email spam you are also doing very very well.

I've heard some credible reports of sites being tanked for generic directory listings though so don't go to heavy. I've been using directory maximizer and it seems to work well.
