Directory links seem to be really working now?

But in multiple niches now I'm seeing very thin sites a few weeks old ranking on 100~ generic directory links. I'm not talking expensive or niche specific stuff here - I'm talking pretty spammed directories and that's making up 90% of the link portfolio of these sites. The rest seems to be manual comments on high OBL pages or some article directories.
I get this could completely be the 'honeymoon effect' since they're new domains or maybe there's some high PR domains hiding from spyglass spiders.
But surely if Google was targeting obvious SERP manipulation generic directory links should be the first to go? I mean that doesn't provide traffic, that's purely just for links.
