HI David,

Google Penguin is the latest Google algorithm update (after Google Panda).

The update happened on April 24th 2012 and targeted over optimization.

You can see the official info about this on the Google webmaster blogspot here:

Official Google Webmaster Central Blog: Another step to reward high-quality sites

You'll probably get more responses to Google/SEO questions in the SEO section of this forum.

Interestingly, it also seems Penguin (off-site) is a filter that will get applied now and then like Panda (on-site).

In all honesty it is early days, no one really knows what Penguin is. A lot of people are saying backlinks have an effect on it but some say, it is to clear the SERPs of small time players and replace them big brands.

Penguin is the latest algorithm of google which hates spam and duplicate content.If you cought by penguin there is no way to get back.
