Should I submit my website for re-consideration?

Hi All,
I was wondering should I re-submit my website for reconsideration? I am an ex-bmr user and have been sent the notice in late March and starting to feel the effects of the penalty now. I asked BMR to remove the offending links at the time and I have been building web2.0s and article backlinks since with content of the highest quality, so I think I should have nothing to hide. What should I do?
