I have tried two different so called SEO specialist with very little success. I have now hired my third who is a solo guy that has ranked some really competitive keywords to the top! He says he does it the slow and steady way and in six months I will be dominating my keywords I want in my local area. He says that looking at what the prior guys had done was lots of reciprocal links to other sites which he also designed. I was told that really doesn't work anymore?

Sounds like you're about to fall for promises for a third time. Slow and steady ? Really?

    Try this
5 Ways to Build Relevant Local Links | iAcquire's Blog

[Yeah I know iacquire got outed for paid links. Doesn't make the tips above any less effective and a good long term strategy to have]

And while you're at. Stop stuffing keywords in your titles. repeating the same keyword three times is not needed.

And why don't you use your brand name in the titles. Isn't your company name "CE Carpet Care" ??

And why have you let cecarpetcare.com expire. It's available via Godaddy Auctions right now. Even if you keep the current domain, you don't want to lose your brand domain.

Before you hire someone to work for you, you should understand the job they are doing. This is very true in SEO. I would suggest what iAcquire's Blog says but read up just a little bit on Local SEO Guide or somewhere about how to rank your site before paying someone to "put you on the top of Google".

Outsource parts of the SEO process or hire a real webmaster to manage the SEO guy. Basically you just need the base of local directory listings, a well coded non spamming site (yours is borderline spam), some blog posts and a couple of quality article backlinks to get you to the top.

How do you know he ranked the websites for competitive keywords?
how do you know he just doesn't do it slow and steady so he can leach money off you every month or enough time to clear the money and dissapear?

What makes you say that he ranked some really competitive keywords to the top? Well, slow and steady does work but i would suggest you pay him for the amount of work he does rather than monthly work (since he is prolonging the process). Negotiate well from your end.
