How to promote inner page keyword after Penguin Update ?

After penguin update ,Over optimization is bad for off page and on Page seo.

I am seo . My client has target one keyword for inner page so If i promote same keyword in article , directory submission , forum and blog commenting then i am facing over optimization for my off page activity.

so my question is how to promote keyword which belong to inner page .

Branding is possible for home page example :
Suppose my website abc.com then i use ABC as brand for off page but if abc.com has 1 inner page then how to do off page activity using brand name with keyword . How Google give my ranking for keyword which belong to inner page ?

Suppose My keyword for inner page is : Consultant firm

can i use : ABC Consultant firm ?

    Link build to the inner page the same way you would any other page - just limit the main keyword to less than 15% of the overall anchor text profile for that particular page. After that, spin the anchor text keyword out with many variations like ABC Consultant firm.

        1 Keyword for 1 inner page is good for link building and it will not penalized by google or any search engine. I suggest 2 or 3 times using keyword in Article when doing article submission and one link bank from that article to your inner page will help rather keeping 5 to 6 and trying to pull back links.

        And for branding Yes you can use ABC Consultant Firm for the inner page. That explains as ABC is your domain ( or Company ) which is a Consultant Firm. When Some searcher search with Consultant Firm it will show your page.
