OK Back link pros.. Geospecific back links?

I've been wondering something for quite sometime.
What with the penguin thing going on and all. I know, everyone is tired of hearing about it but I have a question.
I don't care to try to build backlinks that aren't related to what my site is all about.. I'm done with all of that so I'm thinking that my site I'm getting ready to start promoting is very specific to the city I'm in. And that would be the only relationship they have.
Would back links from local sites here in my city that aren't industry related hurt me penguin wise? I know a lot of people with websites locally and I was thinking about trading some back links with them but wanted to ask here first.
I have sites that are old with high PR (3 and 4) and very specific to services provided in my city. I wear the city name out in my title tags and page names along with including it in the body of the pages, and it seems to work well having it there.
I'm thinking I could hook up with other web designers here in my city that design local sites like myself and do some trading of back links on our high PR sites to our low PR sites.
It would be like a plumbers site hooking to a used car site, a used car site hooking to a painters site, or a dentist hooking to a painters site. But all in the same city....
Any thoughts?
