I want to delete my site completely

I have a site which was smashed by Penguin. The site never came back. I get only a few visitors from Bing and Yahoo daily.
I have some quality content on this site.
Now I want to delete it completely and put some of the content on my new site.
Does google count it as unique content?

Yes i think it should be fine as long as you don't exchange links between them.

Delete your site altogether so that there is not even a landing page for it and it will just do the generic 404 page. Then i personally would ping the site with various different systems to get it noticed quickly that it has no content

Delete all the content and any other information or pages of website from the old website and get crawled by Google. After crawling Google will get 404 error(s) and then you can use the existing content on your new website
