What advertiser network could this be?

Hey guys,
Was wondering if you could help me identify this network. I was browsing through a site and I noticed an ad come up. It had a few ads (adsense type looking ads). They all pointed to http://click. rateit. com but after you click on the links, they redirect to another site (not rateit)
I went to rateit .com but I couldn't find any link on their site for an affiliate or advertising sign up.
Has anyone seen this before? What kind of an advertising service is this?
