Backlinks for easier keywords?

I have a ton of small keywords. I want #1 on these small keywords.
I've only ever ranked medium keywords (4,000-15,000), and I just got a site banned recently (penguin), so I'm very paranoid about linkbuilding right now. Are there any common/widely known strategies or approaches when going for small volume keywords?

I'm in a very quiet niche so I'm not super worried about competition, just not overkilling it with SEO. The site is still relatively new as well (first month), so I'll be working on it much more in the next two months, but I'd like to refine my strategy now to save myself time later.

    Just build backlinks (the usual - article,web 2.0,social bookmarking etc) to them slowly and steadily over time. Don't send too many backlinks in the first 3 months. With low competition keywords, you won't need lots of backlink to rank.
