.com in the UK???

Hi guys
Building a small little website for my partners dads consultancy business. It's a local keyword that includes a specific region of the uk. Found the perfect exact match domain in .com but nothing as good in .co.uk.
Is there any way to make google treat a .com exactly the same way it treats a .co.uk. I've heard that you can tell webmaster tools to treat it is a uk domain. Is this just as effective as having a .co.uk?
