Backlinks and C classes?

I'm a paid traffic kind of guy and don't know squat about SEO. But I had an interesting project cross my desk today and I have a question for any SEO gurus out there ...

What is the general consensus re: backlinks from sites with IPs in a relatively small number of C classes?

The links/sites would otherwise be diverse - different types of sites, different topics, different contact info on all the domains, various anchor text, etc. - but most sites would be on IPs within a relatively small handful of C classes.

I know that backlinks from diverse IPs are ideal, but is there any benefit at all from backlinks within the same C class?

For example, say I was trying to rank for VERY low competition keywords. Would backlinks from just a handful of C Classes help at all??

Anything indicative of unnatural link building will be penalized.

I don't think that's true, otherwise you could penalize your competitors by pointing "unnatural links" at their sites.

I think if anything you simply wouldn't get any benefit from "unnatural" or "bad" links.
