What exactly is the algorithm for Youtube's search engine?

1) Do backlinks even matter? Do they raise your rankings?
2) If rankings are based on views and likes, can't anyone just buy a fiverr gig to artificially raise their rankings in youtube?

If anyone with youtube expedience can help, I would greatly appreciate it.

Thanks

Ranking youtube videos in youtube and google search is very easy if you ask me

Treat your as you treat a post in your wordpress website!
Have a keyword rich description a good title and a lot of tags!(see what tags your competitors are using and copy them )

Use vagex and other free services to add views-likes-favs-comments! Do go for a lot 1 like per 200 views is ok if you ask me!
If your keyword dont have a lot of competition and no videos in google search you will be there soon

Since, youtube is a social media platform, so, user citations means a lot. Number of views, freshness, popularity and yes, backlinks are few factors which are being considered.

As sk8tavou said you should treat it as you treat any text page, you need to build links. Actually is much easier to rank a youtube video than any other page so if you build a few quality links and optimize the title, description and tags you can easily get your video on top...

It's no good trying to rank unpopular content on Youtube. If it's got viral potential then publishers will pick up your videos and post them on their sites and FB pages.

You will get more views which moves it up the rankings and more comments and interactions, and it will move more, it's like a snowball effect.

Viral videos get most of their views in the first 4/7 days then it pans out abit. I would say create content people want to share, then contact a few publishers and ask them to feature it, plus send some views to it to start it off.

Out of all the content on Youtube there are a few types of videos that have more virality potential they are, babies, cats and new music videos but you could make niche videos and contact people in your niche that would be interested, for example you could create a web design how to and contact blogging tips sites, it's no different than guest posting really.

That's true but it's very hard to monetize these type of videos.
