Google self corrected urls and then hit me with panda AGAIN!

I had one website that was hit by panda anchortext overoptimization.
I switched the urls for the internal pages, redirected the old urls to the home page and slowly began to rebuild, as this was one of my least profitable sites I dont spend much time on it. I noticed today in webmasters tools that google is giving the new urls credit for the links that were pointing to the old urls.
The problem of course is now the new urls are hit by panda with the over optimized anchor text.
Anyone know how to fix this
