Google S L A P, Have they slapped me?

I was running a adwords campaign for over 2 months, updating it all the time - it was going reasonably well - though average ad position was 15, I was having success.
I then paused my add campaign, added a ton of keywords (total 1700 up from 700) and resumed the campaign a day later, only to have quality score 1/10 for all my keywords! I am now getting 5 clicks per day. I also created a new campaign (same niche) to run along side this one, but that is also 1/10 score for all keywords - though they keywords a 100 per cent related.
Have I been slapped? - Either way it hurts!!
