Business Directory Listings v Seo & Places ?

From my research I can see that business directory listings will come up some of the time and yet most of the time places or individual websites will out rank the listings.

Is there anyone that has any figures with regards to these types of results?

In particular i'd like to know why some keywords results in places listings taking the whole top fold of the results and yet other keywords will result in the top half being littered with business directory listing sites.

Or is this simply Google just running tests? And if so why?

    It all depends on the searcher, their location, and whether
    google thinks it warrants one or the other.

    And of course the words searched for matter a whole
    lot.

    Not to mention adwords users. Biggest bang for google's buck.
