Does Anyone Specialize in helping re-rank a site that was hit by Google Penguin?

Does Anyone Specialize in reviewing the site (that was hit) and helping to re-rank it? Reading some of the posts on WF lead me to believe that changing my anchor text, re-writing content, and fixing what is considered over internal optimization (although I do not fully understand what this means) are some of the necessary steps. I feel a little overwhelmed and do not have the bandwidth to fix this myself. Any thoughts, comments and suggestions are greatly appreciated.

    some claim to have acheived this already for some sites. what is hard to quantify about these FIXED sites is...
    1- was the site ever HIT by penguin in the first place?
    2- what caused the site to be effected by penguin?
    3- to what extent did the site DESERVE to be negatively impacted by penguin?

    here is what you need to be checking first-
    if you have done any blackhat style linking (blasting your site) then you should remove them (if youcant dont worry)
    check your content - no duplicate, its lengthy, adds value, grammar correct - its not overly optimized - ie, you dont ahve the main keyword as H1,H2,H3 as well as Alt image tags etc. make it look NATURAL.
    finally adding some more quality content perhaps in the blog, making changes to your site after to get it re-cached by google as a changed site,
    and lastly
    get some high PR links quality links to your website.
    It can be a fairly quick process if you havnt already been spamming your website too much, otherwise it just needs a month or 2 and you can recover.

      Penguin was pretty exclusively about bad backlinks. I would set my attention there first.

    Build high quality backlinks.
    Backlinks from Social Network websites and some Social Bookmarkings with some high PR homepage backlinks will be nice for your website

    I have come across some companies that claim to kinda re-rank your website post penalization. But this is possible and even you can do it yourself. Just find out the reason behind the penalization and troubleshoot it. Post trouble shooting, just concentrate on stuffs that are recognized by Google, for example, blog commenting on top blogs, forums, classifieds, article submission and social networking.

      Remove all the low quality backlinks of your site. This is the only way to avoid or re-rank a penalized site.
