Over 200,00 searches ranked #1..but low traffic

I am ranking #1 on Google for a keyword phrase that according to the Google Keyword Tool gets over 200,000 exact searches per month.. Strangely this website is receiving only around 170 unique visits per day.. Im fairly confident that this website sits at or around the top (Im using an incognito Chrome Browser, not logged into Google etc etc..)..question is why so few visits..
The site is a celeb photo site and I was wondering if maybe the google keyword tool also includes searches for images in its overall figures. This might explain in part why my traffic is so low.. i.e. people are searching for the keyword, but in the images side of the search and not the web side. If I search for my keyword in Google Images my website is nowhere..
This is the only thing I can think of.. any other ideas..?
