    In short. PR can change frequently as it depends on number of backlinks. If backlinks removed PR would decrease and If backlinks added PR would increase. But google occasionally announce PR of a webpage. Usually 3-4 times in each year after each 3 - 4 months. And then they upgrade their toolbar record according to current PR. This record remains unchanged for 3-4 months again.

    PageRank is Google's evaluation of the value of incoming links. The value of each link depends on the PR of the page with the link - the more the better - and the number of outgoing links on that page - the less the better.
    You can see the PageRank of a webpage with Internet Explorer as your web browser with the Google toolbar active - The page rank indicator is a horizontal bar next to "Search" - If you hover your cursor over the indicator you see "PageRank is Google's view of the importance of this page (followed by the number over 10) which is the PageRank for the page. Early versions of Firefox also have the indicator.
