I found this part of the article interesting.
These signals help us understand when you find links pointing to your content that you want to distance yourself from for any reason. You should not expect a dramatic change in your rankings as a result of using this tool, but the information shared does help Bing understand more clearly your intent around links pointing to your site.
I read that as Bing telling us you are still far better off working to get rid of bad links.

Wonder if this will push Google to get their disavow tool out faster.

    I read it the same way as well.

    Is it a good move, though? I think so. It would be too easy if people knew they could instantly recover from their spam jobs.

      It could be a revolution in spam fighting. Webmasters who cock up would report their own links, marking whole networks of domains and low quality sites as spam. If enough people do this, then they will be able to classify spam a hell of alot easier. Personally I would only ever use such a tool if someone negged my site with scrapebox, but even that makes their job easier.. People who commit neg seo will make blackhat seo a dying trend.
