      Google uses two primary ways to rank a webpage such as onsite and offsite.

      Onsite SEO is about optimizing your webpage such as title, description, keyword tag, alt and content. This tell the search what a site is all about and also where to rank it.

      While offsite SEO has to do with back linking. The search engine uses the number of back links a site has as a vote of popularity to know where to rank it in the SERP.

    By the way For pr ranks : google read the traffic source as well as the link relation, what kind of relation your link dose have, simply do follow links help you to get the PR, when a visitor come to your website by dofollow links they often carry the PR voting with them,

    No they are not, each has different pattern and system. Many search engines consider ONPAGE factors as well as OFFPAGE (links) factors as well. I guess, Bing and Yahoo are following about same pattern.
